The civic crx hf epa was 51 highway. . .thats not hypermiling. . . thats without any mods. Its a great place to start. But if as you say the car is pretty messed up might want to reconsider. Also might want to see if you can line up parts from salvage yards.
Thats pre-90 so its outside my Honda experience, but you might look at swapping parts out from a standard old civic from that year. Honda is pretty friendly for using the same parts on multiple models. It makes fixing them very convenient even if the part new is expensive you can always find a wrecked civic. . .
