Its a little hard to say. With mpg in the mid twenties I suspect there might be something else at play. The combined for the car is like 28? O2 sensor might be the only problem. . .but there is a big difference between 24 and 30(what I got before actually trying to drive conservatively at all).
If I were able to do the LS swap, I'm pretty sure that puts it at 2.5-2.6krpm at 60-61(my cruising speed) and I'm pretty sure I could squeeze at least up to 36 with an otherwise stock Del Sol(what size tires do you have?) and probably 38 on mine(up from 35).
