You HAVE to wet sand with 800, then 1200, and finally 2000 grit sandpaper before you use any polishing compound.
The only downside to doing this is that the headlights then become more prone to future scratches/ chips / yellowing, and you just have to polish them again every other year thereafter. oh well.

I've used that procedure successfully on several cars.
There's also a $20 kit at Wal-Mart that does just this, and pretty well for a kit. You do need to put in the elbow grease with the sandpaper. Otherwise you won't get the yellow out.
