I think that this plan isn't really going to do too much for too many. I have cars that probably SHOULD be gotten off the road, but I can't afford really to get rid of them (I'm getting ready to try with one of them). This plan I thought would help me, but it won't - which is ridiculous. My cars are rated at 20 combined (Lumina) and 21 (Grand Prix), and they leak various things (oil, powersteering, tranny). They don't qualify. Even if they did, I can't afford the payment on a NEW new car - but a decent used one I could squeeze in.

I have a friend with a '95 Cadillac that WOULD qualify, except he's got no way at all to afford a new car payment. He needs better MPG for sure, but catch-22! Can't afford to buy a car that gets better MPG, can't afford to get rid of car he has now (just like me).

This whole thing is a waste in my opinion.
