Using less fuel = More MPG? article I found

This one confused me... It says "Using less fuel tends to mean better gas mileage" This was on a "Daily Fuel Tip" website~~hmmm, does using less fuel only "tend" to mean better gas mileage, beside using more gas, to catch up to a semi, to in return gain tons of MPG or the pulse and glide? hahaha
