No, it doesn't always mean that you'll get better gas mileage. What if you're using less diesel fuel? :P

No, seriously, though. The quote is way too ambiguous to actually call it true or false. You don't know when you're using less fuel, whether you're accelerating, braking, idling, etc... You can't even tell if you're moving while using less fuel, at all.

So basically, you could be using less fuel, but only when you're unloaded at idle sitting at a red light during the first 5 seconds of start up... which doesn't affect your fuel economy at all.

I would say, however, that the part of the article you're pointing out is more geared toward the average person (which no one in the world actually is, nor would they admit to it if they were.), meaning that they "dumbed in" the quote, so that Joe down the street could say "Hey, I understand that!".

It happens alot, sadly.
