Yes they cap the price based on the year next year you can spent $2010 then $2011 etc. They have a claim rule too, this way there is no incentive to cheat by dumping extra $$$ into the project. After the competition another competitor can walk up to you and place a claim on your car buying it for $2009 and you have no choice but to sell it. I know this guy is not really building this car for FE but a home build a car like this for competition and such deserves to be noted.
