I like these guys because there are a lot of software options :

ScanTool.net, LLC - Scan Tools and PC-based OBD-II (OBD2) Interfaces

But I don't know about a "link" to GPS. I think you'd have to "datalog" the GPS data in parallel and merge the output into a spreadsheet.

What kind of car do you have?
