step down gear?

I often hear people refer to using the transmission so they have a "Step Down" gear.

I'm having trouble finding a clear definition of that term in Google. (perhaps an unofficial phrase?)

Which of these is an example of Step Down Gearing:

Motor RPM : Wheel RPM
-----------------------
2 : 1
1 : 2
