The easiest approach to the lighting issue is to install a 4-pin trailer lighting plug on the car and build some trailer lights into the boattail. My backup lights are a pair of tractor work lights mounted in the underside of the boattail. Also you may want make provisions for being able to remount the rear license plate on the boattail when it is in use. Check your state laws, but I ran into the problem where some cops said you can't have any form of covering (clear or otherwise) over the plate. If desired, you could also design additional cargo storage space into the boattail.
