Sure. That's why they do it on residential streets, with not another car in sight, I suppose?
And if you're riding a motorcycle (which I've done most of my life, though never Harleys - I could never manage the legally-required beer gut :-)), you'd better know, deep down in your soul, that no one is ever going to give you the right of way, and that about one in ten drivers really want to run over you, if you just give them the chance.
