IOW completely rebuild the block and heads, making sure to clean every single bit of the silica/sand (a.k.a. glass) out of it before daring to turn the crank. Possible maybe, but economically impractical in the extreme.
BTW the smoke coming out the exhaust pipes is predominantly steam.
