Im not sure I understand what you mean. There is no law against regearing.

Highway driving is absolutely safer than city driving in many respects. Regearing does not make a vehicle any less safe at highway speeds.
Speed limits are there for a reason.... THEY ARE LIMITS = DO NOT EXCEED.
The problem is everyone thinks the posted speed is a "suggestion". I have yet to be in a situation where i needed to "power out" of it.

I have not done anything to lighten the bike because it is pretty light already. I think it would be a waste of time trying to lighten the bike to gain fuel efficiency, as the gains will be < 1mpg if anything. I'd rather spend the time improving the aerodynamics of the bike + me, which i plan to do in the near future.
