That study doesn't take into account the popularity or number of those vehicles on the road relative to others... It just says:
OK, 100 Civics were stolen today, and only 30 Metros... CIVICS ARE THE MOST STOLEN CARS IN THE WORLD!111!!!!!1!!!
Take into account the rarity of each of those cars, and you'll quickly figure out that the Metro's sales figures would make IT the more likely candidate to get stolen.
Unfortunately, in all aspects other than relative price, Civics are 12/$0.10.
