These people have the mind set of my sister. "If there is a limit, I meet it. I don't go under it or above it." She will drive EXACTLY the speed limit, no matter if traffic is slower. She will drive a tad faster if traffic is faster but for the most part she drives the EXACT speed limit. I've always told her that it is a "cap" for speed. You don't have to go that speed.
Anyway, it's 5 under for me.
