Take into account the rarity of each of those cars, and you'll quickly figure out that the Metro's sales figures would make IT the more likely candidate to get stolen.
Unfortunately, in all aspects other than relative price, Civics are 12/$0.10.

I'm not sure if you can look at it like that. The % of Metros stolen is greater, but there are less of them...hmmm
