I lucked out and got a Chinese hubmotor for $35.
Of course the controller was about $120 and I spend almost $200 on batteries + Cruise Control+ Better brakes + Round Rim (Chinese one was scary at speed) + Better brakes . . . . .
It CAN be done for $300 But you will have to get some lucky buys and DO SLA Batteries (LOVE my NiMh).
