I'm ordering the optical encoder the remaining LEM Hass 50-s tomorrow!!!!! And I bid on an inexpensive isolation transformer so I can safely program the chip in-system. Please don't outbid me!!!:

Assuming I don't blow anything up, I predict a test "soon". I don't know how soon exactly, since I still have to learn how to program the dang PIC microcontroller. I've been doing a lot of reading up on it. I don't think it will be that bad. YOu mostly do C, and just set the right bits here and there. 99% is applicable for any microcontroller.
