The EFIE is used to intercept the oxygen sensor signal and then lets you adjust it before it reaches the computer. This allows you to manually force the engine to run leaner. Some people gain mpg using this, some use it to make full use of their HHO generator.
It gets wired into the oxygen sensor circuit and you set it up using a volt/ohm meter and a small flat screwdriver. Once it's set up you can then turn it on or off with a on/off switch that's built into it. I had mine mounted inside the glove box and could turn it on after I set cruise control and watch the mpg gauge slightly increase. Or you can just leave it on all the time.
