VSS signal acceptable voltages?

Ok, I did a bit of a search for VSS signal info but no joy. I have been having an intermittent speedo failure in my 95 civic, which has now digressed to intermittent functioning. My question is what voltage on the signal wire is acceptable. I have seen that it is a 5v 0v signal. I am getting 4.5 and .15 volts when I rotate the input shaft to the VSS with the engine ignition on but the engine not running. The signal is good to the SP screw on the back of the instrument cluster. Should I start looking for a new cluster (I need to do that anyway for a tach), or should I find a VSS with a clearer signal?
