I know a few setups use (2) electric cooling fans. You could certainly control them seperately. The more fans you have the harder it is to make a fan shroud. Shrouds definatly increase the effectiveness of the fans.

If you're crafty you could make a multi-speed fan controller. As temps go up, speed goes up. The electric car guys may know how to do this on the cheap & easy.

Which setup uses less electricity would need to be figured out experimentally I believe.
