Air velocity is important when building a cooling system as well. If the air flows too quickly, it's not extracting heat effectively. If it's not flowing quickly enough, it's not going to draw off as much heat as it could.
Of course, just ensuring that all the air that goes to the radiator is actually going through the radiator is a good start...
