Lockup on the 4T65 with the stock shift tables in our Buicks is at 28 mph in 3rd gear under low load. No lockup in 2nd.

I tell lockup happens by looking at the RPM's. If they drop and do not get lower, it's locked up. Set your SG to RPM and pay attention to when it doesn't get any lower, or appreciably higher. Then it's locked up.

For your Dodge, check the voltage at the OBDII port. The SG doesn't like voltage much under 12 volts. Otherwise it will not power on until you plug it in.
