A while back here were a lot of people convinced that they should pay a lot of money to have wheels or covers that spun so that it looked like they were moving while sitting at a traffic light, or looked like they were standing still while rolling down the street.
It's about the marketing. Production of aero caps has got to be fairly simple. Some marketing genius just has to convince the public that they want something on their car that looks so "plain jane".
