Take a look at MADS smarty with POD, power on demand. It will allow you to selectively detune throttle response to allow you to increase economy. It is the only tuner I have seen for the Dodge Cummins that lets you choose to have less horsepower when you don't need it to have increased fuel economy. The guys who use it says it is also great in ice and snow...easier to keep vehicle in control when tires dont want to slip at the twitch of your foot.
