If I were to do 3, I'd use the 3rd cylinder for an expansion chamber, nothing more. There would be no combustion taking place in there, only hot exhaust gasses entering with water mist, and exhaust gas/steam exiting.

That'll likely be too much BS to handle, so 2 cylinders it is.
