One of my childhood friends was severaly injured and spent years in rehabilitation and lost much of his mental prowess. The officers claimed he wasn't wearing a seatbelt, but he always did.

Seatbelts, even on newer cars do not always hold. I would not suggest going without a seatbelt but it seems they don't always work when needed.
