You can't keep 'em under tarps, either. They'll lift the tarp to check for a plate.
You might be able to get away with no insurance if you have classic or antique reg's, though.

I believe the insurance company is required to inform the DMV when you cancel your insurance in NY. Nobody will bother checking for plates on my cars. Some have plates anyway, I often "lose" a plate right before surrendering them. Good for keeping the zoning law enforcers quiet.
"Vintage" plates might work. That's when you use old plates from the car's model year. But I don't think my Metros are old enough to qualify yet.
