Polyester, and Nylon resins are very forgiving in how you mix them, more hardener will make it work faster, less will make it cure slower, a slow cure tends to have less stress in it so it's stronger, 2-3 hours I normally mix my resin so it cures in 2-3 hours, if it's taking to long I'll set it in a warmer area and that will speed it up as well, I also sometimes use a heating pad like is designed for sore muscles.
If you are using an epoxy resin you want to be more picky about your mix ratios, but most epoxy that I have worked with is either a 50/50 mix, or a 2 to 1 mix.
with the flowers, you should be able to sand them off, if you are doing another layer sanding it with some 80 or 100 grit sand paper can make the next layer stick better as well, it gives it some texture to grab in to.
