metro mileage questions

Happy to have found your site. Please advise me if I'm not doing it the right way.
I have a 99 metro 2 door 3 cyl. 5 speed that my best everyday mileage has been 43 mpg.
My question is whether using larger diameter tires as 185/80R13 to reduce engine rpm will help more than it hurts mileage by sticking the car up higher in the airstream. I'm gonna need tires soon and was wondering if anyone had tried out that theory yet.
