Hi Alvin! Once a resistor is soldered in, you can't tell what the resistance is, since you are actually measuring the interaction of a bunch of resistors that are all electrically connected.
The diode that's marked XX isn't needed. I used to add them to the bottom of the board to fix a problem that wasn't really a problem. Just ignore it. I should erase that.
The led isn't flashing... That's not good. It sounds like the software isn't running then. One possibility is a solder bridge? When too much solder crosses over the tiny little isolation ring. I would check all the pins of the atmega8. Maybe something is being shorted to ground?
