Paul, have you considered getting 16 oz dead soft copper flashing and gluing it on each side of a piece of bare fiberglass or carbon fiber? Since you can mill the open spaces, the thickness of the copper is pretty arbitrary. I would try to find a bookbinding press, sandwich the copper-plastic-copper with good slow setting epoxy on each side of the plastic and put that between a couple of pieces of plywood, to keep the excess glue off the borrowed press.
