I think the confusion comes from not specifying crankshaft degrees vs. camshaft degrees. The cam rotates 360 degrees for every 720 degrees of crankshaft rotation. Moving the cam pulley one tooth on the belt will give 360/40=9 degrees of cam timing change or 18 degrees of crankshaft timing change.
