The OEM Saturn Cruise Control will only engage in the top gear. The ECU/PCM looks for a 5th gear MPH/RPM combination (or ratio?) that is above 25 MPH. Because I reduced my 5th gear RPMs, the ECU/PCM never sees an MPH/RPM combo that "qualifies" for CC. The end result is that the ECU/PCM ignores my CC request.

There was never an aftermarket for reprogramming Saturn S-Series ECU/PCMs, so it's not easy to fix.
