Could you remove the LEM from the circuit, and apply 5v power to the LEM, and then check Vref on the LEM? It should be approximately 2.5v. Also, Vout should read 2.5v too in that situation, because the current would be 0 amps. I know the cable is probably soldered to the control board, so it might mean making a new cable. If you are seeing 0v on Vout, then:
1. There's a short on the control board, so Vout is connected to system ground
2. LEM is broken.
3. Wrong LEM. (I don't think it's the wrong LEM if you were driving around with it)
