Is it possible there is some sort of a clog? Or something with the brakes unrelated to the vacuum?
There could be a clog, I will have too inspect the booster setup. There are no leaks because it will hold the vacuum for quite some time, but I have been told that the small tube I am using for the connection might be collapsing, causing the low readings. I am going to try a different, beefier tube and test it out again. Right now I am using a small, clear plastic tube that might only be rated to 14 or 15 PSI, so 20 Hg of vacuum might not work out so well.

I think my pump is coming on too late, like around 8Hg instead of something more useful, like 13-14 Hg.
