92 caprice

Hi I have a 92 chevy caprice that I would like to like to get 40mpg with but I cant afford a cummins 4bt right now so I would like to see what kind of millage I can get with the v8. so far I have upgraded to electric fans put weather striping around headlights and front of hood and several other small things so I was shocked last night when i filled the car up and found out that I was getting 25mpg since I normally get around 20 mpg and on that tank I had a 90mph cruse to work cause I was late weird huh? anyways I would like to get those racing hubcaps but am not sure if they will work since I have the aluminum rims .was also thinking about a air dam but am not sure how long to make it. any other ideas?
