EGR valves...
cali plays with that stuff, my locale goes insane over it.

it got so bad I made the spot it was in a heatsink until the radioactive ticks finally decide to leve my precious brain alone, and bottom of windshield, and exhaust sytem, valves, headgaskets, and fuel mileage.. but its up to you to get it going. There is not one reason for itys existence. there is pros around here that taught me how to get it out of the sytem. The 22r is a classic for toyota..you may be able to argue some reason.

If california has not deciphered how bad that 1970s-80s spree was and allowing for removal, you may be out of a good toyota.
