Rear wheel skirts bracket need help.

I have been wanting to make some wheel skirts but I want to make a bracket to keep it out off the wheels. I have made a cardboard mock up once that I had it bow so it would not touch the wheels. But when I make them out of coraplast I want a ridge frame for support.

Does anyone have any helpful tips or a design?
Anything wild help. I like the way the white civic has his skirts supported.
