Yes, lower the car, do an alignment.

Oddly, when I put new struts and Vogtland lowering springs on my 2000 Impala, I found that my car's front airdam scraped far less than it did before. The old struts and springs may have just been really worn out, I suppose.

I can't say it improved my mileage much, but it definitely made the car a lot more enjoyable to drive.
