unfortunately climbing a hill is one of those activities that should put you closer to bsfc peak for a typical vehicle (allowing you to store energy in altitude for a nice glide later while running near peak efficiency). I think the only solution (short of a
manual swap) is to override gear selection and lockup so you can climb in the highest gear that works without spinning the converter.
