Took it for a test again, and after pulling over and adjusting, driving, pulling over, etc. The results are this: The pickup either gets the first signal (see above post) reliably, or the second signal intermittently.

This, I have found to be very true. My first try at a DIY VSS signal was to be a high intensity LED, opposite a photosensitive receptor, separated by a tin can lid with holes drilled in it. I could not get the LED to light up, so I subbed in a 12v gauge bulb. However, I could not keep the disk from sliding on the tranny shaft and shaving material off my photo receptor, and riding under the tranny seal. It would give me a pretty good signal, with the gauge bulb, if it was dark out. Sunny days did not work well. I have substituted the metal disk for a cardboard disk covered with clear packing tape, with 4 "teeth" cut into the circumference. Maybe I should have shielded the light better, or cut holes in the disk like I did the metal disk, as I don't think the receptor ever gets the "off" signal. But, it doesn't shave down the receptor or grind my tranny seal anymore.
Maybe with a little tweaking.
