Question Why do some tires have low max sidewall psi of 35

Hopefully someone here can provide some insight.

Why do some tires have such a low max inflation pressure of only 35 psi. My Pirelli Cinturato or Pirelli P3000 Cinturato, can't remember the exact name. These were ~$80/tire at Discount Tire for 185/65/R15 and they all have an 85k mile warranty. I don't consider these the "cheapy" brand. I would have expected Pirellis to have a minimum max of 44 psi. Essentially, I want to inflate my tires to at least 40 or even 44 psi.
