a horse has a brain and a sense of self preservation, and can act autonomously, it is not a car. There isn't much comparison there.

A right is something that you can reasonably expect not to be taken away, people lose driving privileges all the time, even for non driving offenses (i.e. non-compliance with testing in some states).

In the US, it would be an abuse of the term "right" to include cars, but people still find room to experiment as we don't live in a complete police state, yet (not hoping for that).
