I'm all for hinges.
My skirts are mounted with 6 (!) screws each, which I know is overkill, but with less the car's other users wouldn't think it's safe. When these need replacing I'll use less screws and hopefully a hinge, since starting the engine just to have access to the tire valve is a PITA.
Last winter I had no problems with snow/ice, only with salt that ruined the skirts' paintjob.
