Likely due to where he has it plugged in at.
I find if I leave for work 10 min earlier than normal I can drive almost however I want and no one cares, I just sit in the parking lot at work and listen to the radio until time to clock in. Perhaps you should check an earlier time and see if just a different set of fellow drivers would make it easier?
