They do, among other things.
Europe's population is expected to drop by ~.1 billion people by 2050. Besides, environmental impact isn't primarily a population growth issue. Most of the environmental problems we have aren't due to the population groups that are growing in numbers,
they're due to the wealthier population groups. About a billion plus people in the rich nations cause as much damage as the other ~5+ billion people in the world. The poorest ~2-3 billion where most of the population growth is happening cause only about 15% of the total environmental impact. Sure, contraception can help a little bit, but the biggest gains are going to be from reducing the environmental footprint of the wealthier countries in the world.
