I had this in an email from Prof. Eric Thacher (who is author of a book on solar cars that is also helpful):
"The Morelli paper is in the book Impact of Aerodynamics on Vehicle Design. It was a paper given at an International Conference held at the Café’ Royale, London , 16-18 June, 1982.
