I'm starting to understand the op-amp deal coyote x mentioned:

really it seems like you could say everything under 14 volts is pulse. Need to look at closer, but with a germanium diode attached to the rail and a resistor and a comparator like a lm339 it might just work reliably. call me slow I guess
