AMDparts as I understand the official ratings; is that they are only usefull for comparison between vehicles, and are only marginaly useful in determining actuel FE for a specific driver or driving condition. The affect of the driver on FE is about 20% - 25% as others have noted. I for one can get above or below EPA rating on any of my vehicle simply by changing driving style; acceleration and speed...
